Bossier Constable found guilty of attempted public payroll fraud

Constable Clarence “Eugene” Hillen, Jr. was arrested on accusations he committed public payroll fraud by manipulating and billing the Town of Benton for hours he worked as a Benton Police Officer when a computer system operated by the Bossier Parish Sheriff’s Office showed he was not on duty at all.
