Derrick Harris, 51, is one of five former firefighters facing charges in connection with a scandal at fire Station No. 8 in Shreveport. The men were accused of abusing mentally challenged men at the station and hiring a prostitute to have sex with one of them.
According to evidence presented at the guilty pleas in January 2014, Francis and others conspired to possess with intent to distribute cocaine base in the Shreveport area from November 2012 to May 2013. The FBI conducted three controlled purchases of cocaine, both crack and powder, from Francis.
