Car kills pedestrian in Bienville Parish Sunday

An accident on U.S. Highway 371 about three and a half miles north of Ringgold claimed the life of a Heflin, La., man Sunday.

A preliminary investigation revealed that Zachary Malham, 25, of Heflin, was lying in the northbound lane of travel on the roadway when he was struck by a 2004 Honda driven by 52-year-old Pamela Doyle, also of Heflin.

Doyle applied her brakes and swerved to the right but was unable to avoid hitting Malham. A second vehicle, driven by Tederrick Williams, 23, of Heflin, also struck Malham.

Malham was pronounced dead at the scene by the Bienville Parish Coroner’s Office. Doyle and Williams were both wearing their seat belts and were not injured.

Impairment on the part of Malham is suspected to be a factor in the crash. Doyle and Williams were not charged.

Toxicology samples were obtained from Malham as well as both drivers and will be submitted for analysis. The crash remains under investigation.

Flurry’s second objection to the ordinance is the requirement that permit application for cell towers must be reviewed by the city’s independent expert consultant. The city has been working with a national consultant who has a track record of requiring unreasonable, expensive requirements for cell tower installations.

Every five years, several ad valorem property taxes are placed before the citizens for renewals that provide basic city services and salaries/ benefits for our first responders and other city employees. The last time this occurred was 2013. In 2017 the taxes expired, and we made the decision to only go out for the taxes when necessary, and not before.
